Building on the momentum from Geneva, the second phase in Tunis in 2005 saw the adoption of the Tunis Commitment and the Tunis Agenda for the Information Society. Here, there was a global consensus on the significance of enhancing digital capacities, especially in developing nations, and the importance of a multi-stakeholder approach to ICT development was affirmed.
